Obtaining Absentee National Identity Card

According to the rules and regulations of the Islamic Republic of Afghanistan, not only for preparation of legal documents such as Power of Attorney, Inheritance Letter and Confession Letters but also for those Afghan citizens who wish to obtain a new passport, having the Afghan national ID required.

 

Thus, Afghan citizens who do not have a national ID or it has been destroyed or gone missing, can obtain one in absentia from Afghanistan on basis of their paternal relatives’ national ID including father, grandfather, siblings, uncles, aunts and cousins of father’s side and their children.  

In order to obtain their finger prints, the applicant’s presence in the Afghan Consulate General is a MUST. Once documents processed, an official letter from the Afghan Consulate General will be attached and package will be sealed in an envelope. Applicants then may send it to Afghanistan for their legal representatives (or relatives) to proceed with obtaining a national ID on their behalf/ in absentia.

 

Required documentation and actions:

  • Request Letter
  • Filled out national ID application form (must be typed)
  • Download the application from here
  • Eight photos with white background and size of 4.5 x 5 cm (2x2 inch) and no older than six months
  • Copy of your relative’s ID card on basis of which the applicant will be obtaining a new national ID. (Name, Number of ID, Number of Page, volume, place of birth should be readable)
  • Introducing legal representative for processing the application in Afghanistan

Fee: $10.00

     NO CASH OR PERSONAL CHECKS ARE ACCEPTED
     Payable to the Order of: Consulate General of Afghanistan in Los Angeles

 

MAIL: All above requirements are to be sent by CERTIFIED mail, also include a prepaid, self-addressed return envelope. You may use Certified mail, Registered U.S. mail, and Federal Express or UPS shipping envelopes. Tracking number must be present on envelope to assure arrivals to our office; it is your responsibility to track your packages
